The change in migration legislation raises many questions about the fate of old and new passports. If earlier parents could easily enter all children in a foreign document, now the rules have changed. In 2019, it is still not necessary to issue a passport for a child under 2 years old. But the General Directorate of Migration advises parents to apply for a separate document for the newborn. Why? This will be discussed further.

Let's start with the fact that a foreign passport (general foreign passport, OZP) is not an identity card of a citizen, but a confirmation of a legitimate stay outside of Russia. Not all countries require OZP - you can visit, say, Belarus or Kazakhstan with a Russian passport.   • debt for housing and communal services, to tax and other institutions within the country;
  • military service in the Russian army;
  • the status of a convicted, accused or suspected of committing a malicious act;
  • reporting false personal information;
  • lack of Russian citizenship of the child or parents.

The denial can be appealed to a higher authority or by filing a statement of claim in court.

Border crossing rules

The presence of a foreign passport of a minor does not exempt him from guardianship by legal representatives or proxies. When crossing the border of the Russian Federation, the child must be accompanied by parents, guardians, relatives, friends or third parties by proxy.
