Avid travelers always carefully monitor changes in the field of tourism legislation. One of these pleasant innovations was the ability to freely receive an additional passport if you have the first one. This procedure is carried out identically to the issuance of the original certificate, but differs in some nuances.

Innovations in legislation

Previously, no one forbade Russians to obtain second passports, but they were issued only to those persons who often had to travel abroad for work. At the end of 2015, the Federal Law came into force, according to which additional travel documents are given without restrictions.

So, until this time, several conditions had to be met in order to obtain a document:

  • the recipient had to leave their home country regularly (within three months before the date of filing the application for a passport - every month at least once);
  • the need to issue a passport should be acute, and it had to be documented (foreign visas were issued on the basis of a written request from the place of work);
  • the period of validity of the second passport was identical to the validity of the first (they ended on the same day).

However, with the advent of 2016, all these conditions have lost their force. Now you don’t have to apply from the place of employment, the number of trips is not checked, and each passport has its own validity period.

Why might a second passport be useful?

The second international passport opens up a lot of opportunities for Russians. For example, with it you can:

  1. Simultaneously receive visas to different countries at two Consulates at once.
  2. Travel while one passport is pending for a visa at the Consulate.
  3. Reduce the risk of an unexpected expiration of the period of validity of a foreign document. For insurance, there will always be a second.
  4. Continue traveling and stamping if there are no more blank pages in the first certificate, but there are still open visas.
  5. Alternately visit states that are in conflict with each other and carefully check the stamp of an enemy country in the traveler's passport.

Important! If a tourist already has an Israeli stamp, the way to Muslim territories (Iran, UAE, Saudi Arabia and others) is closed to him. Restrictions on obtaining a passport

After the innovations, only one restriction remained - an additional foreign document can only be a new sample. This is a biometric document in which all information about the applicant is encrypted in digital form. Such a certificate is valid for 10 years and has many more sheets than a 5-year passport.

The issuance of a 10-year biometric passport entails the mandatory passage of a fingerprinting procedure - a fingerprint scan.

Who can apply for a second passport

All requirements for citizens that were in effect until 2016 have now been lifted. Any citizen of the Russian Federation can become the owner of a second international passport. There are no exceptions for children or senior citizens.

A passport is issued by persons who:

  • travel a lot or just want to do it;
  • intend to visit visa countries and may need to obtain two visas at once;
  • want to enter the child in the first 5-year-old passport, and issue a new 10-year one for themselves.

The applicant has the right to submit papers for registration of two international passports at once. At the same time, the consideration period and the set of papers for sending will be identical.

Who can't get a passport?

In Russia, there is a ban on issuing not only the second, but also the first passport for the following categories of applicants:

  • persons evading conscription into the army;
  • suspected of committing a crime or participating in terrorist attacks;
  • citizens with an outstanding criminal record;
  • employees in the FSB;
  • witnesses in an unclosed head case;
  • people who provided false information when filling out the questionnaire or who presented fake documents.

Procedure for applying for a passport

The procedure for issuing a second passport is completely identical to obtaining the first one. The applicant will not have to explain the reason for its registration in writing, as was the case before.

All you have to do is:

  1. Prepare the necessary paperwork.
  2. Fill out the form electronically or in writing.
  3. Contact the competent authority.
  4. Submit the documents and return in a month for a ready-made document.

How and where to apply for a second passport?

A Russian can declare his desire to issue a second foreign document:

  • remotely through the portal of the State Service;
  • through one of the Multifunctional Centers;
  • in the territorial office of the Federal Migration Service (the oldest and longest method, involves standing in lines).

Instructions for obtaining a second passport for public services

First of all, you need to go through a simple registration procedure on the portal. To fully use all possible services, you will need a confirmation code, which can be obtained:

  • by ordering it in the form of a paper letter, which will have to wait 2 weeks;
  • at the office of Rostelecom, presenting a passport.

When the personal record is fully activated, you can begin the process of obtaining a second foreign passport.

Step 1. Document preparation

Electronic registration does not relieve the applicant from the need to collect paperwork. So, to apply you will need:

  1. Applicant's civil passport along with copies of all stamped pages.
  2. Photo in electronic form, color, on a light background. Applicant must be looking directly at the camera, without sunglasses or headgear.
  3. Valid passport and its photocopy.
  4. An expired passport (if any).
  5. Pension certificate and its copy (for the elderly).
  6. Certificate of birth (for children under 14).
  7. Military ID, supplemented by a copy (for young adults under 27 years of age).
  8. Persons who are in the service of the Russian Air Force or work in federal executive bodies are required to prepare permission from a superior person. The rule does not apply to citizens who are doing compulsory military service by conscription.
  9. Check for payment of state duty.

Important! Previously, the original or a copy of the work book was required for submission. In accordance with the new rules, these documents are not needed, but information about places of work is still entered into the questionnaire.

Step 2. Find a service on the portal and fill out an application

  1. Part of the personal data has already been divided into points: this is the information that the applicant indicated during registration (name, date of birth, passport details, place of residence, contacts). You need to check its correctness and, if necessary, change it.

  2. You need to answer questions regarding the change of name. Indicate the date and place if the applicant changed his surname. Information about the second citizenship (if any) and the place of actual residence is also entered.

  3. The next step is to upload a photo. On the page you can immediately familiarize yourself with the requirements for it.

  4. Next, the purpose of obtaining is selected (as a rule, temporary travel abroad) and the data of an existing passport is entered.

  5. Then it is necessary to enter information about labor activity for the past 10 years from the oldest to the most recent. Study, maternity leave, absence of work for more than a month are also indicated in empty lines.

  6. The last stage is the answer to questions about the presence of a criminal record, contracts, military service, debts and crimes.

After filling out the questionnaire, the applicant chooses the place where it is most convenient for him to bring the original documents.

Important! Autosave forms on the State Services portal. If filling out the application had to be interrupted for various reasons, when you re-enter, you will not have to start all over again.

Step 3. Get the results of the verification of the application

The answer, on average, comes in a couple of days to the e-mail specified during registration. An application can be assigned one of two statuses:

  1. Accepted. This means that everything is fine with the electronic version. The applicant is assigned a time and invited to visit the MFS to hand over the original documents.
  2. Denied. The status is followed by a detailed description of the reason. As a rule, this is an error or a typo when filling out the application. It is enough to correct it in the already existing questionnaire and submit it again.

The applicant must appear in person at the address provided, as they will have to undergo a digital photography and fingerprint scanning procedure.

Step 4. Pay the fee

In 2018, the cost of obtaining a passport has increased significantly. So, instead of 3,000 rubles, a new sample document costs 5,000 rubles. But if you pay the fee through the State Services, you can save a lot. For example:

  • pay 3500 instead of 5000 for an adult;
  • pay 1750 instead of 2500 per child.

You can also pay the fee through the Sberbank terminal or at the Multifunctional Center, but these methods do not imply any discount.

Step 5. Hand over original documents

The applicant comes to the territorial office of the FMS on the date and time stated in the received letter. There is nothing to worry about if it was not possible to come at the agreed hours: the applicant has the opportunity to hand over the originals before six months after sending the electronic application.

After all the documents have been submitted, and the fingerprinting procedure has been completed, it remains to wait for a new document. Information about its readiness will also be sent by e-mail. The applicant will have to print out the invitation and come for the second passport.

Important! When sending papers, it will be necessary to clarify that a passport is issued in addition to an existing one. Otherwise, the first passport will be canceled, since this information is not indicated in the questionnaire.

Terms of consideration

A written invitation to hand over the document usually arrives in 2-3 weeks. Some lucky ones receive a passport within 7-9 days after submitting the papers. The regulations include the following deadlines:

  • 30 days: for sending to the place of registration;
  • 90 days: in a situation where the applicant has access to classified data of state services;
  • 120 days: for a short-term residence permit in a foreign city.

However, in some cases, accelerated issuance of a passport is possible - within three days. But this requires strong reasons, for example:

  • the need for urgent treatment abroad;
  • visiting a seriously ill foreign relative;
  • death of a loved one-foreigner.

An official certificate will be required to confirm one of these grounds.

Registration through the FMS

To obtain a passport through the Federal Migration Service, you must prepare a full package of documents and appear at the territorial department of the state structure at the place of residence. In this case, the questionnaire will have to be filled out by hand or in Word format on a computer, and then printed.

The application is submitted on weekdays at certain hours and only on a first-come, first-served basis. This option is the most understandable for those who do not work with a computer. However, it takes a lot of time.

The passport will be ready in a month. The applicant must appear at the place of registration with the first international passport and his civil identity card.

Obtaining a passport through the MFC

A kind of analogue of the FMS, but more convenient. Submission of documents takes place in one of the multifunctional centers that exist in all major cities of the country. The advantage of the method is the electronic queue. The applicant makes an appointment via the Internet or takes a coupon already on the spot and waits to be called to a free window.

You can make all the necessary copies on the spot or pay a fee. However, it should be borne in mind that employees take an additional 300 rubles in the form of a commission for paying the fee.

For a ready-made passport, the happy owner comes to the territorial department of the FMS at the location. You will first have to make an appointment or receive a document after passing the general queue.
