Russian Railways canceled trains to four CIS countries due to lack of passengers. What to do if the train is delayed or canceled

Since December 14, 2014, it has been canceling trains to a number of CIS countries for a year, a representative of the FPK told Gazeta.ru. “From December 14, a revised schedule is introduced. As part of the optimization of the route network, the FPK does not appoint trains in communication with a number of CIS countries, including Azerbaijan, Ukraine, Kazakhstan and Tajikistan, ”the representative of the FPK said.

A source at the company noted that rail links with these countries are not being canceled. It is only about FPK cars. There are trains forming local railway administrations.

This means that if a passenger wants to go, for example, from Tajikistan to Moscow, he can buy a train ticket in this direction, however, the train will be owned and operated by the Tajik Railways, a source in the FPK explained to Gazeta.Ru .

“There is only one reason for the decision of the FPK - long-distance passenger transportation is unprofitable, and times are getting more and more difficult. Therefore, the company is forced to optimize its strategy now, ”says Gazeta.Ru, head of the strategic analysis department of FBK.

Increases the loss from transportation in these areas and the absence of passengers in the compartment cars and SV. “Coupe and SV are unregulated transportation segments, here Russian Railways sets tariffs itself, thus having the opportunity to go into the plus. However, in the case of destinations in the CIS countries, tickets for compartments and CBs for obvious reasons are not sold. The vast majority travel in reserved seats, and they are not profitable for Russian Railways, ”the expert notes.

The fare for the compartment and CB is set by the Federal Passenger Company, while fares for reserved seats and common wagons are managed. The FPK has repeatedly asked the government to review tariffs for transportation in common wagons or to increase the subsidies allocated by Russian Railways for the transportation of passengers on a reserved seat. However, while a noticeable increase in tariffs for common wagons is not expected, in 2015 it is planned to increase the price of tickets for reserved seats and general wagons by only 10%.

The cancellation of trains to CIS countries may not be the last, next in line trains to Europe, experts warn. “Trips to Europe were not cheap before, however, they found their passengers in the person of those who were afraid to fly. Now times are changing, the tourist flow to Europe is weakening, and, of course, the prospects of these areas are also beginning to be called into question, ”Nikolaev said.

Earlier, the head of Russian Railways, Vladimir, in an interview with Gazeta.Ru, said that since the beginning of 2014 the volume of passenger traffic to Ukraine has fallen by 60%.

“From the point of view of the results of this conflict, I can say that our passenger transportation collapsed by 60%. Passenger traffic to Ukraine accounted for a significant share of revenue from all passenger traffic. Unfortunately, the current situation has negatively affected the entire economy of the Federal Passenger Company, ”said Yakunin.

MOSCOW, December 9. / TASS /. The cancellation of a number of trains to the CIS countries will not affect passengers. Ticket sales for canceled trains did not open, the Federal Passenger Company specified, explaining the revision of the schedule by a sharp decrease in passenger traffic. The railway administrations of Kazakhstan, Azerbaijan, Ukraine and Tajikistan reacted to the decision of the FPK neutrally, saying that they could do without Russian trains.

"Reducing the size of traffic in international traffic will in no way affect the interests of citizens: tickets for canceled trains are not being sold," the press service of the Federal Passenger Company and the subsidiaries of Russian Railways explained.

On the eve of Russian Railways announced the cancellation of regular trains in communication with Azerbaijan, Ukraine, Kazakhstan and Tajikistan.

Before special instructions

The decision to optimize the movement of trains in the domestic traffic and with the Crimean Federal District was made back in June, at the same time a number of trains in international traffic were transferred to the train "as directed".

That is, the train does not actually run, but its purpose is provided in case of an increase in passenger traffic. And in August, it was decided to adjust the message with a number of CIS countries, which was announced the day before, specified in the FPK.

According to the results of adjusting the schedule for 2015, which is valid from December 14, 2014 to December 12, 2015, the number of passenger trains of the FPK will be 509 pairs compared to the previously planned 526 pairs.

In international communication with the CIS countries and the Baltic states, 11 trains are actually scheduled: from Moscow to Brest (Belarus) - 3 trains and Chisinau (Moldova), to Tashkent (Uzbekistan) from Chelyabinsk, Orenburg, Samara and Kaliningrad, as well as a number of trains from Kaliningrad to Russian cities through the territory of Lithuania and Belarus.

"In communication with Ukraine, part of the FPK formation trains were switched to" as directed "(31 FPK formation trains, 1 joint service train), and the rest (13 FPK formation trains and 2 joint services) were canceled," the FPK said in a statement . The periodicity of “as directed” runs is also set for all FPK trains with Kyrgyzstan and Azerbaijan.

Saving on the move

The FPK explains that the train schedule with the CIS countries was "optimized" due to a sharp decrease in passenger traffic. "The decision to cancel trains is due to a significant reduction in international traffic, which leads to inefficient use of rolling stock and locomotives," the FPK said in a statement.

According to Russian Railways IFRS reporting for the first half of 2014, long-distance passenger monopoly revenues from passenger transportation decreased by 1.7% compared to the same period last year, to 85.2 billion rubles, the loss from this segment of Russian Railways activity over the same period increased by 14.8%, up to 16.2 billion rubles.

The FPK emphasizes that the size of passenger trains of carriers of other countries to Russia has been maintained unchanged, and the company itself is ready to "return previously optimized trains into circulation when a steady demand for transportation by passengers is formed at any time of the year."

Competitors will carry passengers

The railway administrations of Kazakhstan, Azerbaijan, Ukraine and Tajikistan reacted neutrally to the decision of the FPK, saying that they would cope with the passenger flow with Russia and without Russian trains.

"The interests of passengers will not be infringed, because in this direction, in addition to Russian, there are also trains of other carriers - Kazakhstan, Uzbek and others. The existing demand will be satisfied at the expense of these lines," the press service of the national railway administration of Kazakhstan, Kazakhstan said. Temir Zholy "(KTZ).

KTZ also said that the company in the near future does not plan to change the number of passenger trains in the Russian direction.

The head of the press service of the Azerbaijan Railways Nadir Azmamedov said that the decision of the Russian Railways to cancel trains to Azerbaijan will not create special difficulties for the citizens of the republic, as the weekly Baku-Moscow route organized by the AJD will continue to work.

"If earlier the passenger density on this flight was low, then now it will be optimal," Azmammadov said, not excluding, however, that the AJ can turn to Russian Railways with a request to resume flights to Azerbaijan.

"In the summer and winter season, the train schedule changes. We will turn to Russian Railways and, if the Russian side does not resume flights, if necessary, we can organize additional flights to the Russian direction, letting our wagons run along these routes," Azmamedov emphasized.

The State Administration of Railways of Ukraine "Ukrzaliznytsia" does not comment on the decision of the FPK, but declares that all of its routes remain in communication with Russia, a representative of the press center "Ukrzaliznytsia" told TASS.

Ukrzaliznytsia leaves its railway connections for the winter period as they are today, ”he said, adding that now 19 trains run from Ukraine to the territory of Russia, including 2 trains to Crimea.

At the same time, he said that "one of the most popular" train 1/2 with the message "Kiev - Moscow / Moscow - Kiev" will now run every other day, and not every day, as before.

Tajik Railways (TZhD) was surprised by the cancellation of trains announced by the FPK, since they independently provide railway communication with Moscow. “All passenger transportations have been carried out only by our railway for the past 20 years,” the press service of the Railways emphasized, adding that transportation is carried out to Moscow from departure points in the north of the country in Dushanbe and Khujand three times a week.

Not so long ago, the Russian railway introduced a new convenient option for its customers, namely, the ability to purchase tickets remotely through virtual Internet portals. Now, in order to reserve a seat on the train, you do not need to go to the railway station and stand idle in a long queue, but simply go to the desired site and fill out the simplest electronic form.

But what if you change your mind about going on a trip and you no longer need tickets? How to return them to the ticket office of Russian Railways and do I need to personally go to the station? Is there a penalty for canceling your reservation? You will find answers to all these questions in this article.

How to refuse a Russian Railways ticket?

If we are talking about a paper version of the ticket, then you can refuse it and return the ticket back only at the box office where you purchased it. In addition to the travel document itself, present the cashier with your passport or ID.

Cancellation of the reservation of Russian Railways tickets can be carried out at any time, but before the departure of the passenger train. However, the amount of money that will be returned to you is proportionally dependent on how long before the appointed time this happened:

  • For 8 hours or more - 100% of the price;
  • For 2-8 hours - 50% of the reserved seat and 100% of the price of the place;
  • For 2 hours or less - only the amount of the receipt.

If you want to receive the full cost of the ticket upon its return, do not delay the start of the procedure.

Cancellation of an electronic ticket of Russian Railways - refund

When canceling a passenger’s reservation made via the Internet, the procedure for your actions depends on whether you managed to exchange your virtual ticket for a real one or not. If you have time, then proceed with receipts as you would with ordinary paper counterparts - go to the cashier and give them to the dispatcher. At the same time, you will receive your funds on hand almost immediately.

In the event that all the manipulations on the order were made only on the Internet, then visit your personal account on the site and fill out the refusal and refund form. Read on how to do this correctly.

How to refuse a train ticket purchased over the Internet?

To issue a refusal of electronic train receipts, you need to visit the site on which you booked them. If you did not manage to exchange an electronic ticket for its paper equivalent in the terminal or at the box office, then you only need to correctly issue the cancellation of the reservation on the virtual resource itself. To do this, go to the Russian Railways website, log in by entering your data, and then follow this instruction:

  • Go to the "My Orders" section.
  • Find your order and select the option “Refusal” opposite it.
  • Fill in all the fields in the form that appears - 14 digits of the electronic receipt, your mobile phone number and the details of your bank card with which you made the payment.
  • Click the Submit button.

Now you just have to wait for the transfer of money to your plastic. This procedure may take a certain period of time.

It is written about how to cancel the electronic ticket of Russian Railways and return the money.

Penalty for refusal of reservation of a ticket of Russian Railways

There is no penalty for canceling RZD’s reservation, but you still have to pay a certain percentage of the penalty. Its size depends on how many hours are left until the train leaves the station. So, if before departure of the Russian domestic train, there are:

  • More than 8 hours - you will only pay a commission of 162 rubles, and you will receive 100% of the amount of the reservation on hand;
  • If 2-8 hours - 50% of the reserved seat price plus the full price of the receipt;
  • Less than 2 hours - only the price of a passenger seat.

If we are talking about fast trains running inside the country, then in case of failure for two or less hours, the money paid will not be returned to you at all.

By the way, how to exchange an electronic ticket for a train purchased on the Russian Railways website is described.

Ticket Cancellation Statement

In order to refuse the booked tickets in paper form, the client does not have to write a claim for a refund, since this procedure is much simpler:

  • Personally approach the cash desk of Russian Railways in which receipts were purchased;
  • Provide the cashier with tickets as well as your passport;
  • Get your money back, taking into account the deduction of the Russian Railways fee in the amount of 162 rubles and the interest for the penalty (it depends on how many hours before the poisoning of the train you returned the receipt).

In the same case, if you intend to return passenger receipts of electronic type, then the order of your actions depends on whether you managed to get a paper analogue in a special terminal or at the box office or not. If so, then follow the instructions above exactly. If not, then visit the site where you filled out the application and fill out a simple application for a refund of your funds.

It makes sense to write a statement if you have any problems with the refund.

Delay or cancellation of a train is a very unpleasant event in itself. And if due to a delay in the train, the passenger will be forced to miss an airplane flight or stay at a hotel, a failure in the work of the Russian Railways will cost him a considerable amount. Is it possible to get a forfeit from a fined carrier and are compensation provided for inconvenience incurred by passengers through the fault of the railway monopolist?

Compensation Sizes

The railway company is required to pay the passenger a fine of three percent of the ticket price for each hour of delay. The total amount of the fine should not exceed the price of the travel document. This is approved by the Charter of the railway transport of the Russian Federation (Article 110 of the Federal Law No. 18-ФЗ dated 10.01.2003) and the Rules for the provision of Russian Railways transportation services. If your ticket cost 3,000 rubles, and the train was delayed for 10 hours, the company must pay 900 rubles.

If the schedule of high-speed trains, like Sapsan, is violated, the company pays the passenger compensation:

  • for a delay of 30-60 minutes - 25% of the cost of tickets;
  • for a delay of one hour to two - 50% of the cost;
  • for a delay of more than two hours - the full cost of travel documents.

Compensation is also provided in the case of replacing the bullet train with a regular train.

A passenger is entitled to return a ticket if the departure of a long-distance train is significantly delayed. And the carrier is obliged to reimburse the cost of the ticket to the client. But there is an important nuance: the carrier compensates for the cost of the ticket minus the so-called reserved seat - fees for a seat in the car. And it is 25% of the price of a travel document. The passenger can change the ticket to another. And if instead of a reserved seat he takes a compartment, the surcharge should not exceed 25% of the cost of the ticket handed over.

If, due to cancellation or delay of the train, the passenger incurs additional costs: he was late for the plane or had to rent a hotel room, the carrier must compensate for this amount. But to prove their right to receive money will have to be in court.

Claims of consumers in such cases, as a rule, are satisfied by the court. Moreover, the carrier, being the losing party, pays the legal costs. But in order to defend their point of view in a judicial proceeding, it takes a lot of time and effort.

When the penalty is paid

Compensation is paid to the passenger when the delay or cancellation of the train occurred due to the fault of Russian Railways employees or due to technical problems. But if the failure occurred due to force majeure circumstances, which include natural disasters, wars, terrorist attacks, you can not count on compensation. It will not be there if the carrier needs to eliminate technical malfunctions that threaten the life and health of passengers. The company in this case has the right to delay the train and even cancel it.

How to make a claim

Compensation issues are usually easily settled out of court, but the success of a case depends largely on the literacy of the affected passenger. To do this, you need to know how to proceed:

  1. Get a certificate from the station attendant at the destination on the real time of the arrival of the train.
  2. Make a written complaint. It is compiled in a free form: you need to indicate the passenger’s data, the date and conditions for the provision of rail transportation services, losses incurred by the passenger as a result of the delay or cancellation of the train, claims for damages, and a current account. Copies of the travel document and a certificate of delay or cancellation must be attached to the claim.
  3. Send a claim to Russian Railways within 45 days after the trip. It can be handed over to the administrator of the destination station, sent by registered letter with a receipt of delivery to the address of the claim department of the Office of the corresponding railway - a branch of Russian Railways. In the case of personal appeal, you need to require a receipt from the administrator with a full description of the documents received, signature and seal. If claims for compensation are not satisfied, these documents will be needed to draw up the statement of claim.
  4. Russian Railways is obliged to consider the complaint received within 30 days and send a written response to the consumer.

In case of serious traffic problems on high-speed highways, passengers can receive a compensation application form from train conductors.

The passenger is able to receive from RZD not only a penalty for delaying or canceling a train, but also compensation for losses incurred as a result of this. But it will not be one hundred percent payment. Even in court, the carrier only compensates for the cost of tickets, excluding commissions and fees of sales agencies. To avoid losing money, it is better to purchase tickets from reliable agents and on electronic services with a minimum margin. On the website you can quickly buy train tickets for Russia, the CIS and the Baltic at the best prices.
