Military tickets

Military transportation documents are issued to members of military families with the right to travel and transport personal property by rail, air, water and road (except taxi) public transport.
   Military transportation documents include:

   1) the requirement of form 1 - for issuing passenger tickets for travel of family members (close relatives) of military personnel, citizens discharged from military service, by rail, air and water transport. The requirements of Form 1 are issued for travel in direct non-stop communication, and in the absence of direct communication, with the least number of transfers in accordance with the directions of passenger routes in the shortest message, which are developed and sent to military units by the heads of the military communications service of military districts and fleets. In the absence of direct flights, the requirements of Form 1 are issued for each section of the route. The requirements of Form 1 may be issued for travel to the place of vacation use and back along a route other than the shortest. At the same time, the difference in the cost of travel is paid by family members of military personnel at the cash desk of the military unit as the restoration of cash expenditures with the subsequent transfer of funds to the budget manager, who makes settlements with transport organizations in a centralized manner. The requirements of Form 1 are exchanged for passenger tickets at ticket offices of transport enterprises (organizations);

   2) claim-waybill form 2 - for registration of transportation of personal property of military personnel and members of their families;
3) the requirement of form 3 - for issuing passenger tickets for travel of family members (close relatives) of military personnel by road (except for taxi) transport, as well as for issuing passenger tickets for travel by rail and water transport in suburban traffic. The requirements of form 3 are exchanged for passenger tickets at ticket offices of departure stations;
   4) baggage coupon - for the carriage of baggage * (35) or cargo luggage * (36). Luggage coupons are exchanged for baggage or cargo luggage receipts at the baggage desks of departure stations (stations).
  Military transportation documents are valid for three months from the date of issue.

The issuance of military transportation documents or funds is made in all cases before the passage and transportation of personal property, and the final settlement - after their implementation.

Military transportation documents are issued to family members of military personnel undergoing military service under a contract for travel:
   a) to the place of use of the vacation and back once a year when traveling together with the military man or separately (with the exception of family members of military personnel who are under contract military service in constant formations and military units in positions to be staffed by soldiers, sailors, sergeants and foremen , and entered the military service under the contract after January 1, 2004).
   Military transportation documents may be used by family members of military personnel until the date of exclusion of a military soldier from the list of personnel of a military unit in connection with dismissal from military service, death (death), recognition as missing or death.
   Family members of military personnel can use military transportation documents to travel to the place of vacation use and back for the past year in the first quarter of next year when jointly following with the military in the case when, in accordance with the Regulation on the procedure for military service, the main vacation for the past year is granted to the military personnel in first quarter of next year.
   If military transport documents are used for the current year for children of military personnel to travel to children's health camps, re-issuance of military transportation documents to travel to their recreation center in the same calendar year is not performed;
b) for treatment in medical institutions for the conclusion of the IHC, and where it is not - in the direction of a doctor of a military unit, and vice versa. Upon transfer to continue treatment from one medical institution to another, as well as upon discharge from a medical institution, military transportation documents are issued in the manner prescribed for military personnel.
  Family members of military personnel permanently residing separately from military personnel use military transportation documents from their place of permanent residence for travel. At the same time, military transportation documents are issued at the place of military service of a serviceman.

In the year of dismissal from military service, a soldier and members of his family use military transportation documents to the place of vacation and back until the day the soldier is excluded from the list of personnel of the military unit.
  Contracted military personnel, conscripted military officers, in connection with a transfer to a new military service place or a move to a new place of residence upon dismissal from military service, military transport documents are issued for the transportation of up to 20 tons of personal property in universal ( 3-, 5-, 10- or 20-ton) containers by rail in small shipments, baggage or cargo in any combination of tonnage, but the total cost of their transportation should not exceed the cost of transporting one 20-ton container, in the absence of railway transport - by other means of transport (except for air).

Transportation of personal property is carried out from the former place of military service of a serviceman (family residence) to a new place of military service (new place of residence). Military personnel who have graduated from military educational institutions of higher professional education, as well as members of their families, military transport documents are issued for the transport of personal property from the location of the educational institution or, at the request of the indicated military personnel, from the place of residence of the family or parents of the military serviceman to a new military service location.

In cases where the husband and wife are military personnel under contract service in the Armed Forces of the Russian Federation, or one of the spouses performs military service in other troops, military units or bodies in which the law provides for military service, military transportation documents are issued for everyone from spouses at the place of their military service. The issue of military transport documents to them as members of the family of a military serviceman is not carried out. Military transportation documents for the travel of their family members are issued at the military service location of one of the spouses on the basis of the requirements of form 1 (certificates, if the issuance of requirements at the military service location of a military man is not provided) issued by the military unit at the military service location of the other spouse that military transportation documents (money) were not issued for travel of family members at the place of military service.

In cases where the husband and wife are military personnel for whom different categories of travel are established, military transport documents are issued to one of the spouses at his place of service at his request in accordance with the travel category established for the other spouse, on the basis of a certificate of the established form on the personal the case of a serviceman by members of his family, issued at the duty station of the other spouse.

The costs of delivering personal property in containers from the place of residence to the station (wharf, port) of departure and from the station (wharf, port) of destination to the new place of residence are reimbursed on the basis of documents confirming the transportation.
   To persons entitled to travel or transport personal property at the expense of the Ministry of Defense of Russia, who did not receive or did not use military transportation documents, expenses are reimbursed for the actual costs incurred, but not higher than the norms established for the corresponding categories of military passengers.
The basis for reimbursement of expenses in these cases is a report (application), documents confirming the right to travel or transport personal property at the expense of the Ministry of Defense of Russia (order, vacation ticket, travel certificate with appropriate marks about being at vacation or business trip points, a certificate about staying in a sanatorium, rest house, hospital, etc.), and documents on expenses incurred (travel tickets, surcharge receipts, waybills, baggage and cargo luggage receipts etc.), unused military transportation documents or certificates issued on the form 1 claim form, indicating in it that the privilege for travel or transportation of personal property was not used.

Reimbursement of expenses in case of loss or damage of travel documents (tickets) for which travel was made shall not be made if restoration or identification of travel documents (tickets) cannot be carried out by transport enterprises.
   The costs associated with the use of bedding, travel in luxury cars, payment of additional fees established for transport (except for the costs associated with the delivery of tickets to your home, reissue of tickets at the initiative of the passenger) are reimbursed on the basis of documents confirming the actual costs of travel and transportation within the limits established for the respective categories of military personnel, citizens discharged from military service, as well as members of their families (close relatives).
