We have repeatedly crossed the Polish border, so we are well acquainted with customs regulations. For the last time, traveling the route , we had, for the umpteenth time, to pass the border. From our own experience, we have seen that the Polish border guards have become even more attentive and demanding towards the Ukrainians.


In addition to checking documents and scanning fingers, all luggage was passed through the tape, in case of smuggling and products prohibited for transportation. As we know, even with Schengen visa to Poland , the final word remains with the border service. Food

Polish customs regulations for the transportation of alcoholic and tobacco products differ depending on the type of transport (land (road, rail), air and sea (air, ship).


On the territory of Poland by land transport (buses, cars, etc.) it is allowed to carry:

Alcohol and tobacco products

People over the age of 18 are allowed to bring into Poland:

  • Alcoholic drinks of medium strength (less than 22 vol.) (except wine and beer) - 2 liters
  • Wine (excluding sparkling)- up to 4 liters
  • Beer- up to 5 liters
  • 40 cigarettes (2 packs).

On the territory of Poland by air and sea transport can be transported:

  • 250gr. tobacco
  • 50 cigars
  • 100 pieces. cigars (no more than 3g/piece)

Keep in mind that border guards pay special attention to alcohol and cigarettes. If an excess of the norm of goods is revealed, a fine of the order of 50 euros per unit is removed, with mandatory confiscation. In the worst case scenario, the border guards have the right to cancel the visa and deport for 5 years from the EU. Remember that you do not need to argue and prove your case. This will not save you in any way, but on the contrary will worsen the situation.

Customs regulations provide (without declaring) per person (for personal use):

Of course, if you transport sealed equipment, there will be questions. Therefore, if you want to transport more equipment - declare it. As for licensing. It is rarely checked. At least we have never experienced this.

Money

You can bring any currency into Poland in the amount of 10 thousand euros per person. Any amount greater than this must be declared. It is up to you to decide whether it is better to take credit cards or cash with you on a trip. We usually take this and that. At the Polish customs, they may ask for the availability of funds for the duration of the trip, so you need to have the necessary amount of money with you for each day of the trip.

From our own experience, we can say that the availability of funds we have never checked at the border. Only when applying for a visa, we made an extract from the bank about the amount of funds on the card and the flow of money for three months.

Medications

It is allowed to carry medicines for personal use across the Polish border, but not more than five packages of each item. In addition, conventional medicines for headaches, toothaches, colds, gastrointestinal disorders, etc. can be taken without any problem. We always take a traveler's first aid kit with us. If you have confirmation that the transporting drugs have been prescribed by a doctor, then you have every right to travel with them with a mandatory written declaration at customs and the provision of medical documents on the appointment.

Animals

Animals must be identified (chipped), vaccinated against rabies and have a hygiene certificate. The rules for transporting animals abroad have a number of features, for example, depending on the type of transportation. I already wrote about sleep rules in a separate article.

At the border, you will also need to fill out a declaration on the temporary export of animals and their return. This document must be presented when returning animals from the EU. Transportation of animals across the border is possible at certain checkpoints.


Other goods
  • Items for personal use of a non-commercial nature in the amount of up to 430 euros when traveling by plane or by sea
  • Items for personal use of a non-commercial nature up to 300 euros when traveling by land
  • Items for personal use of a non-commercial nature in the amount of up to 150 euros for passengers under the age of 15 years.

Non-commercial goods are random in nature and consist solely of goods for the personal or family use of passengers or goods intended as gifts. The nature and quantity of goods must not be such as to indicate that they are imported for commercial purposes (within reasonable limits).

But each such fact must be considered separately, taking into account all the circumstances: how often do you cross the border, how many pairs of shoes did you carry, and how many more were moved in the vehicle on which you crossed the border. It is important how you explain and acknowledge multiple purchases.

- It is forbidden. A large number of the same type of goods is one of the signs of the movement of goods for the purpose of marketing or other entrepreneurial activities. - Customs officers cannot know about all the features of the use of a particular product. One thing is a package of 100 kitchen napkins, which without additional questions can be classified as goods for personal use, another thing is 100 items that can objectively be used repeatedly. In any case, the recipient has the opportunity to confirm the purpose of their purchases.

- Is an examination carried out to determine the quality characteristics of the goods?

– As a rule, it is sufficient to ask the recipient to provide detailed explanations. Obviously, with respect to citizens who irregularly receive goods in reasonable quantities, and those who order goods in significant quantities, the approaches are different. The inspector at the same time checks the frequency of shipment of goods to such recipients.

– Goods imported from Russia are not subject to customs duties and taxes. However, in relation to the vehicle, you will have to pay a disposal fee, without which you will not be able to register it in Belarus. The customs authorities, within the framework of their tasks, do not have information about the credit history and features of the operation of the vehicle. You can try to clarify such information with an authorized representative of the automaker in the territory of the Republic of Belarus.

– You can apply with a specific request to the Russian competent authorities, who will provide an answer in accordance with Russian law.

- The law does not prohibit it. The main thing is that such goods are imported for personal or family needs. – It all depends on how often you cross the border and how expensive your purchase will be. Keep within these limits - you will do without additional payments. Even if you “hit” the limits when entering Belarus, I recommend submitting a passenger declaration so that the customs authorities do not carry out additional forms of control and draw up related documents. In addition, after submitting the declaration, such a bicycle will be stored in the customs information system as imported in the prescribed manner. You can fill out the passenger declaration in advance by printing it from our website. Be sure to save your receipt, because bikes vary from $100 to several thousand dollars. It will confirm the actual purchase price.

– And if I go by bike, for example, from Belarus to Poland, do I need to declare the bike when I leave?

– You can declare once, but it is better to keep one copy of such a declaration and take it with you on a trip abroad. If you did not do this when you first imported the bike or bought it here, I would recommend that you follow the “red” channel when leaving Belarus and declare the bike. You won't have to pay any fees. If there are no "green" and "red" channels at the checkpoint, then just report your desire to declare the bike. Indicate its cost and, of course, the identification number that is written on the frame. And you will not have any problems when entering.

- When importing plants, a number of features should be taken into account. Firstly, all plants are subject to phytosanitary control, so before leaving, I recommend contacting the Main State Inspectorate for Seed Production, Quarantine and Plant Protection to clarify what prohibitions apply to the specimens that you plan to import. By calling the "hot" line you will be consulted both on a specific plant and on bouquets of flowers. - Without a re-export certificate, which confirms the safety of imported products and its compliance with international standards, you will not be able to import even houseplants. Only cut flowers and bouquets do not need certificates. Company stores, such as those selling planting material, may accompany the purchase with the presentation of such export certificates. These are international rules, so they are aware of the situation and are interested in keeping customers. Regarding the check, the general rule applies here: it is better to keep it always in case of importation of goods from abroad.

What about pet food?

- If in the original packaging and weighing up to five kilograms - yes. More weight will not pass veterinary control, as well as self-packaged goods.

– How easy is it to get a phytosanitary certificate in Poland? If the conditions are so harsh, how do Belarusian farmers transport Polish seedlings of fruit trees across the border?

– In practice, we are faced with isolated cases of citizens having phytosanitary certificates, the authenticity and reliability of which is checked by specialists of the Belarusian Phytosanitary Service. Many mistakenly believe that certificates for purchased plants can be obtained at the Belarusian border, but the issuance of such documents is not provided for by law.

When it comes to trade deliveries, the work of foreign sellers or manufacturers is built according to a different principle. They are interested in presenting the whole set of documents, including such certificates, and pass them on to their Belarusian importers.

So let's look at the rules for the import of goods into the Republic of Belarus. We will consider such types of goods as alcohol, tobacco products and personal goods.

Import of alcohol

Each person is allowed to import up to 3 liters of alcohol without tax. When importing from 3 to 5 liters, they will be required to pay additional customs duties, the rates are the same - 10 euros per liter. If you are carrying up to 5 liters of ethyl alcohol, the duty will be 22 euros per liter. It is forbidden to import more than 5 liters of alcohol.

By the way, if the amount of alcohol or any other product does not meet duty-free standards, then you will be charged another 5 euros for customs clearance.

And, of course, they are valid only for adults: you cannot give a block of cigarettes to a small child so that he takes them across the border.

Import of tobacco products

It is allowed to import no more than 200 cigarettes or 50 cigars into the Republic of Belarus, as well as tobacco, but no more than 250 grams. Cigarettes are allowed to be carried only by adults, it is forbidden to import more than the norm into the country.

When asked how many cigarettes can be exported from Belarus, the answer is the same - no more than 200 cigarettes, that is, 10 packs.

Such norms were introduced quite recently, on March 29, 2018, before the export of tobacco products was limited by the customs rules of the country you are going to visit.

Importation of goods for personal use

If you are temporarily entering the territory of the Republic of Belarus, and you yourself come from a country that is not a member of the EAEU, you have the right to import the following used items without duty:

  • Jewelry, no more than 5 pieces.
  • Baby/wheelchairs.
  • Personal hygiene items.
  • Musical instruments.
  • Sports and tourist equipment.
  • Pets (if you have a veterinary passport and vaccinations).
  • Dialyzers and similar medical devices.
  • Photo and video cameras, no more than one.
  • TV, if its diagonal is not more than 42 cm.
  • Sound and video recording equipment, including a voice recorder (no more than one).
  • Computer.
  • No more than two cell phones.

If the amount of cash that you bring into the country exceeds $ 10,000, finances are subject to customs declaration.

The import of medicines is allowed if they do not contain narcotic substances and are in their original packaging, on which the composition is indicated. It is also desirable to have a prescription from a doctor (no more than 5 packs / cans).

It is also necessary to report on the transported securities in the passenger customs declaration.

Certain rules apply to the importation of foodstuffs. If you cross the border once a month, you have the right to bring no more than 10 kg of food, and if you cross the border once a week, then only 5 kg.

Why fill out a customs declaration

A completed declaration is proof that you originally carried all your valuables, and did not buy them on vacation, which means that you do not need to pay a fee. This may be useful to you if you travel more than once every 3 months and carry a new expensive camera or laptop with you for more than € 300. You can fill out a passenger customs declaration in advance.

What needs to be declared

Mandatory declarations include all things not related to goods for personal use and others from the list (otherwise confiscation and fine):

  1. cash and/or traveler's checks, if their total amount for a one-time export exceeds the equivalent of $10,000;
  2. the so-called monetary instruments: traveler's checks, bills of exchange, checks (bank checks), securities in documentary form;
  3. goods prohibited and restricted for export. By the way, starting from March 29, it is impossible to export from Belarus more than 200 cigarettes, or 50 cigars (cigarillos), or 250 g of tobacco, or tobacco products in the assortment with a total weight of not more than 250 g per adult;
  4. cultural values.

What can be imported duty-free

So, you can import duty-free to Belarus:

  • 200 cigarettes or 50 cigars (cigarillos), or 250 grams of tobacco, or tobacco products in assortment, but not exceeding 250 grams in total weight;
  • alcoholic drinks (including beer) - up to 3 liters. If this limit is exceeded, a duty must be paid at the rate of 10 euros per 1 liter, but only for the amount that exceeds the allowed 3 liters of alcohol. But! It is forbidden to import more than 5 liters of alcohol.

The import of alcoholic and tobacco products can only be carried out by persons over the age of 18 years.

Restrictions on the amount of food and jewelry imports have now been lifted. Now you can return from Turkey completely in gold decorations, like a Christmas tree, taking with you a box of Turkish sweets. However, we must not forget about the general restrictions that apply to these groups of goods - 50 kg and 1500 euros (or 10,000 euros).

There is a certain list of goods that do not belong to goods for personal use and their import occurs only with the payment of appropriate duties:

  • diamonds
  • internal combustion engines
  • central heating boilers
  • agricultural machinery, except for lawn mowers
  • solariums for sunbathing
  • medical and hairdressing furniture

Rules for those who arrive by plane

If you are planning to import expensive items, it is better to choose an airplane. When moving by air, goods (with the exception of ethyl alcohol, alcoholic beverages, beer, indivisible goods) are imported without paying customs duties and taxes, the value of which does not exceed an amount equivalent to 10,000 euros.

But the weight should still be no more than 50 kg (including tobacco and tobacco products).

What items are prohibited to be transported and exported

For import to Belarus prohibited:

  • firearms
  • military equipment
  • drugs
  • radioactive and explosive substances
  • more than 4 used pneumatic rubber tires;
  • more than 5 liters of alcoholic beverages, more than 200 cigarettes or 200 grams of tobacco or other tobacco products;
  • more than 5 liters of non-food alcohol-containing products, non-food ethyl alcohol and ethyl alcohol related to alcoholic products;

The import of animals and plants into Belarus is allowed only if there are appropriate veterinary and medical certificates.

An important aspect when importing goods into the Republic of Belarus is the labeling of goods, namely its composition. All ingredients and components used for the manufacture of this product must be indicated on the labels without fail. In the absence of such marking, the goods may not be allowed to pass at the Belarusian border.

For example, if the meat is packaged in accordance with all the rules and regulations (and is not pork), but there is no composition on the production packaging itself or, conversely, there are prohibited components, the product cannot be allowed into the country.

It is also undesirable to bring plants in pots, various seeds and seedlings of different crops into the territory of the Belarusian Republic. There is no direct ban on their import. But according to the law, all these products are subject to mandatory phytosanitary control, which takes a very long time.

All goods that are included in the list of goods prohibited for import into the territory of the state are subject to confiscation by the Belarusian customs service without compensation for losses.

If possible, all prohibited products are destroyed immediately after confiscation.


In addition to export, the following are prohibited:

  • wild medicinal raw materials;
  • scrap and waste of ferrous, non-ferrous and precious metals, including semi-finished products and blanks;

Rules for the import and export of medicines

For potent and psychotropic drugs, you need a prescription and an extract from a medical book indicating the name and dosage (in Russian or Belarusian), and you can import no more than 90 daily doses (for psychotropic drugs) and no more than a three-day dose for narcotic drugs. Fill out the customs declaration and go through customs through the red corridor.

Do not forget to take with you a prescription and an extract from the medical card for these medicines (the name of the medicine, dosage, daily dose must be indicated).

Other medicines can be taken no more than 5 packages of each type.

How to calculate the state duty for exceeding the norms

In the event that it was not possible to meet the duty-free weight indicator of the goods, you will have to pay. In order to navigate the amount of customs duty, you need to know the system of its calculation.

  • Option 1. Trips are made no more than 1 time in 3 months. The product belongs to the category of divisible.

1. Calculation of the state duty for exceeding the established weight limits, for a given frequency of trips, is carried out as follows:

(Total weight - 25 kg) × 4 EUR

2. Calculation of the state duty for exceeding the established norms of value with a frequency of trips no more than 1 time in 3 months:

(Total cost – 500 EUR) × 0.3

  • Option 2. Trips are made no more than 1 time in 3 months. The product belongs to the category of indivisible.

Goods are considered indivisible, the weight of one unit or set of which exceeds 35 kg. In this case, the calculation of the customs duty is made according to the following formulas (regardless of weight and value):

  1. (value of goods) × 0.3 = 120 euros
  2. (goods weight)×4=252 EUR

The higher result is selected for payment, in this case 252 euros. An additional 5 euros is paid for paperwork.

Changes in 2019

We have reflected the new limits in the following table. Note that the latest changes only affect their upper bounds. Norms of import of alcohol and tobacco products to Belarus remained the same.

* Alcohol (more about indivisible goods below) is not included in the weight and cost limit, it has its own limit.

These limits are relevant only for ground transport and do not apply to air transport. If you use an airplane to cross the border, you are allowed to bring into the country things for personal use in the amount of up to 10,000 euros and no more than 50 kg of total weight. How much money can be spent “on purchases”, is alcohol included in the norms, what to do if you went abroad for the first time in three months and they didn’t let you in, and how to pay for indivisible household appliances, the Grodno regional customs told.

If you travel more than once every three months, carry no more than 20 kg worth 300 euros
Since January 1, the rules for importing goods for personal use from abroad have changed. Now, if you cross the border once every three months or less, you can carry goods worth 500 euros and weighing no more than 25 kg. Those who travel to Europe more often can carry items worth 300 euros and weighing 20 kg across the border.

If at the checkpoint a citizen has exceeded the norms, then he will pay a fee for this part. It is calculated as follows: 4 euros for each kilogram or 30% of the cost of excess. In this case, a person will pay a large amount, which will be the result of calculations, and will also pay an additional customs fee of 10 rubles.

How do we pay for an indivisible commodity
Similar rules apply to indivisible goods weighing more than 35 kg. For example, if you cross the border for the first time in three months and transport an oven for 600 euros weighing 40 kg, then the duty for 30% of the cost will be 180 euros, and for the weight - 160 euros. Thus, at the border you will have to pay more - 180 euros.

What is not included in the rules
Indivisible goods are not included in the duty-free import. That is, if you were abroad more than three months ago, then together with the oven (for which you paid) you can carry 25 kg in the amount of 500 euros (if these are goods for personal use).

It is important to note that the rate of 300 euros and 20 kg does not include alcoholic beverages and beer.

The Poles were not allowed in - the passage does not count
If a citizen left for Poland for the first time in three months, but was turned back in Kuznya, then the next time, even if he goes abroad even the next day, the Belarusian customs officers will not apply the reduced rates of 300 euros and 20 kg to him. The main thing is to hand over to the customs officers a declaration with the mark “After return”, affixed in the column for official use, as well as a passport (or other document) with a mark from the neighboring party about the refusal of entry of a citizen. For Polish border guards, this is usually the cancellation of a stamp.

Once every 3 years - per unit of the following products: gas or electric stoves, kitchen, hobs, hoods, food processors, microwave ovens, ovens, bathtubs, showers, sinks for draining water, washbasins, bidets, toilets, drains cisterns, refrigerators, freezers, dishwashers and washing machines, coffee machines, sewing machines, water heaters, TVs, LCD computer monitors, laptops/netbooks, tablets, lawn mowers (trimmers), vacuum cleaners, household welding machines, electric generators, etc.

Every 2 years - up to 4 new summer or winter tires or wheels with tires for cars, up to 2 (or 3 if you have a sidecar for a motorcycle) tires or wheels for motorcycles, mopeds or scooters. However, transporting such goods must present a registration certificate confirming that he has a personal car or motorcycle, and tires are designed specifically for this vehicle.

By the way, used tires are not allowed to be transported separately, but are allowed only complete with disks.
More often than once a month - no more than 3 units of one item, with no more than 5 items of goods. For example, three pairs of shoes, three jackets, three shirts, three packs of washing powder, each weighing no more than 5 kg.

More often than once in 7 calendar days - 1 unit of 1 item. For example, some trousers.

More often than once a calendar day - only second-hand goods, food products necessary for the duration of the journey. For example, a hat, jacket or sweater for cold weather.

Food
Once a month and more often - no more than 10 kg of food.

Once every 7 calendar days and more often - no more than 5 kg of food, of which alcoholic beverages and beer - no more than 1 liter for those crossing the border of the Republic of Belarus by transport, 0.5 liters - for those crossing the border on foot or by bicycle.

More than once a day - only on the route in the absence of alcoholic beverages and beer.

You can import three liters of alcohol into Belarus no more than once every 8 days. However, if you constantly carry three liters of alcohol every eight days, then you can arouse the suspicion of customs officers, who may regard this as the movement of goods for commercial purposes.

Back in February, the Belarusian authorities restricted the import of pork from Poland, and a little earlier, these restrictions affected Lithuania. All meat gastronomy containing pork was banned: sausages, ham, smoked meats. The reason for the strict measures was the outbreak of African swine fever in Poland. How have the norms for the import of goods into Belarus from Poland changed: what can now be brought from a neighboring country, and what purchases will have to be postponed until better times.

What meat is banned

It is worth noting that sausages can be imported into Belarus, but only if they do not contain pork. It is allowed to import meat deli from beef and poultry, while the products must have their original packaging with a clear list of ingredients. As for pork, it is better to refuse it in any form, even if it is a sandwich taken on the road.

Here is a “black list” of what a tourist should not have at the time of crossing the border:

  • pork products in any form (including by-products), both uncooked and cooked;
  • trophies and souvenirs made from susceptible animal species;
  • food for pets, birds and fish (you will have to refrain from buying unsterilized food for cats and dogs);

According to eyewitnesses, machines in which forbidden products are found unwrap or confiscate the delicacy and destroy it on the spot. The Department of Veterinary and Food Supervision strongly recommends carefully considering the belongings of everyone who wants to cross the border.

What can be brought from Poland

Without paying customs fees, it is allowed to transport goods across the border with a total weight of not more than 50 kg for an amount not exceeding 1,500 euros. The only exceptions are goods whose mass of an indivisible unit exceeds 35 kg. One person is allowed to import no more than 3 liters of alcoholic beverages and 200 cigarettes. These rules apply to tourists visiting Poland no more than once a quarter.

For those who cross the border more than once a quarter, other standards are set. Once every two months, it is allowed to import no more than 10 kg of one type of product. If it is food, then it is allowed to import:

  • 10 kg once a month or in 2 weeks;
  • 5 kg once a week or more often;
  • only for one meal during daily trips.

Strict restrictions apply not only to food. For example, laundry detergents should be limited to three items and a weight of 3 kg per month. Even stricter norms for the import of goods into Belarus from Poland have been established for durable goods. Once a year, you can bring plumbing, a stove, a microwave, a refrigerator, a washing machine.

By the way, you should not buy beautiful potted plants in Poland - they will also cause problems when crossing the border, since all representatives of the flora are subject to mandatory control.
