On July 19, 2018, the President of the Russian Federation signed two federal laws:

  • No. 216-ФЗ “On Amending Article 16 of the Federal Law“ On the Legal Status of Foreign Citizens in the Russian Federation ”(hereinafter - Federal Law No. 216),
  • No. 215-ФЗ “On Amending Article 18.9 of the Code of the Russian Federation on Administrative Offenses” (hereinafter - Federal Law No. 215).

The changes concern companies and officials acting as an inviting party, all foreign citizens invited to the Russian Federation, who enter both on a business and work visa, including highly qualified specialists and their families, and other categories of foreign citizens.

The changes take effect next year, from January 16, 2019

Key changes

Currently, the legislation does not oblige the inviting party (in particular, the employer) to monitor the actual observance by foreign citizens and stateless persons of the regime of stay (residence) in the Russian Federation, namely, compliance with the stated purpose of entry and duration of stay in Russia.

From January 16, 2019, the inviting party will be required to take measures to ensure that the invited foreign citizen complies with the order of stay (residence) in the Russian Federation in terms of compliance with the declared purpose of the entry into the Russian Federation of the actual activity or occupation, as well as to ensure timely departure of the invited a foreign citizen outside the Russian Federation after a certain period of his stay in the country.

The list of such measures and the procedure for their application will be enshrined in the relevant decree of the Government of the Russian Federation, a draft of which has already been developed by the Russian Ministry of Internal Affairs.

For violation of this obligation a separate administrative responsibility is provided. Corresponding amendments are introduced in Part 2 of Art. 18.9 Administrative Code of the Russian Federation. If measures are not taken to ensure that foreign workers (a) comply with the stated purpose of entering the Russian Federation, (b) timely departure from the Russian Federation after a certain period of stay, the inviting party faces a fine:

  • for officials - from 45,000 to 50,000 rubles;
  • for legal entities - from 400,000 to 500,000 rubles.

These fines can be applied to every foreign citizen.

  • F. I. O., date of birth, gender, number of travelers;

  • code and name of the tour;
  • route indicating countries and cities.

Also in the voucher should be information about the name of the hotel in which the room is booked for tourists. In addition, data on the type of room, date of check-in and check-out, type of food, availability of tours and other services on the tour.

I. Air Ticket

E-ticket  - This is an electronic version of a paper ticket. A paper ticket, or its electronic version, is a "confirmation" for you and airport staff at check-in.

An electronic ticket, along with a regular ticket, is a document certifying an air transportation agreement concluded between a passenger and an airline.

The air ticket is issued on the basis of the data in the application, upon receipt of the documents in the air ticket it is necessary to check:

  • Surname and name of the tourist in the passport. The spelling on the ticket must match the spelling in the travel passport of the tourist.

    The passenger status is written after the name, the following abbreviations are used for writing:

  • Flight route;
  • Flight number;
  • Flight class. The following abbreviations apply:

  • Date of departure, time of departure, status, baggage allowance.

    • Baggage Allowance. Each airline class has its own baggage allowance, for example, with a flight class Y \u003d economy class, the baggage allowance is 20 kg. This means that a passenger with such a ticket in his hands can carry no more than 20 kg of luggage on board the aircraft for free. If the specified weight is exceeded at the flight registration, it is necessary to pay extra for the advantage according to the airline tariffs.

II. Voucher

The voucher is issued to the reserved and paid room in the hotel, indicating a list of all residents in the room.

The voucher consists of three identical coupons that the tourist must provide in the following places:

  • List of tourists: last names, first names and dates of birth. The spelling must coincide with the spelling in the foreign passport of each tourist;
  • Sex tourists. The following abbreviations apply: Mr  or Mrs  - adult Chd  - child under 12 years old, INF  - child up to 2 years old;
  • Country, hotel, room type;
  • Arrival (\u003d date of arrival at the hotel), departure (\u003d date of departure from the hotel);
  • Pension (\u003d food at the hotel), type of accommodation (\u003d type of hotel room);
  • Voucher number, application number;
  • Departure (\u003d flight number on which tourists fly to the country);
  • Arrival (\u003d return flight number);
  • Check-in (\u003d type of transfer airport-hotel). The following abbreviations apply: G - group transfer by bus along the route; I - individual transfer by minibus or bus to the hotel; VIP - transfer on the selected type of car for tourists only in the application to the hotel;

In the upper right corner of the voucher are contact numbers for emergency communications in the host country.

III. Insurance

A travel insurance policy is issued either on the letterhead of the insurance company or on plain paper, but it has a seal and is the original.

A travel insurance policy is issued for each tourist separately, based on the data in the application.

Upon receipt of the policy, you must check:

  • insurance period from ... to ... (dates must match travel dates)
  • last name, first name and date of birth of the tourist. The spelling in the policy should match the spelling in the foreign passport of the tourist.

In the lower left corner of the policy (or to the right, framed) are the phones to call when an insured event occurs.

The form of the policy may vary depending on the insurance company.

The policy must be maintained until the end of the trip.


IV. Visas

For tourists flying to Spain, Italy, Greece, Austria, Andorra and Bulgaria, the package of documents must contain foreign passports of tourists with visas. A sample visa is available.

When receiving documents in the passport on the page where the visa is affixed, you need to check:

  • Surname, name and passport of the tourist. The spelling in the visa must match the spelling in the foreign passport of the tourist
  • If children traveling with their parents are inscribed in the passport, it must be checked that they are inscribed in the visa (see visa sample)
  • Visa start date (must match travel start date)
  • Visa expiration date (must be the same or later than the tour end date)
  • The number of entries.

  • Charter or regular flight.

This again affects the date of issuing airline tickets for the tour. When booking a tour with a scheduled flight, tickets can usually be printed immediately after payment. Purchasing a tour with a charter flight usually involves obtaining documents for the tour a few days before departure.

  • Is the application paid?

Imagine that all the stars agreed and the tour operator from whom your trip was booked opens a statement of documents in advance. Then the issuance of documents will be possible immediately after the agency pays for the application. What is included in the package of documents for the tour:

1) Passport or Russian passport .

If you purchased a tour abroad, then when leaving, both an adult and a child, you must have a foreign passport. In this case, it is not necessary to take a Russian passport with you, as your passport is your full official document. The Russian passport refers to a national document that carries some weight only within our homeland.

If you are planning a vacation at the resorts of Russia or neighboring countries, then you will need to have a Russian passport with you for all citizens over 14 years old. For children under the age of 14, you must have a birth certificate with you.

2) Birth certificate of a child.

If the travel agency, when you purchase a tour, issues a cashier's check, then a ticket is not a document obligatory for issuing.

A standard voucher contains up to 30 blank fields, of which the following must be filled in:

1 - voucher number (for example, in the MASTER-AGENT system used by our company, the first digit corresponds to the office code, the next two letters are the country code, the next five digits are the start date of the tour, the remaining six digits are the order number in the database);
  2 - name of the division of the company that issued the voucher;
  3 - logo (trademark) of the company that issued the voucher;
  4 - a list of tourists with the surname and name in Latin transcription;
  5 - total number of tourists;
  6 - dates of birth of tourists;
  7 - start date of the tour;
  10 - end date of the tour;
  14 - country of residence;
  15 - name of the accommodation facility (usually a hotel);

16 - the official category of accommodation facility (in most countries categories from 1 to 5 stars are used, however, in some cases there are non-traditional categories like HV in Turkey or from 1 to 3 keys for apartments in Spain);

17 - type of food (as a rule, the following options are possible: RO - without food; BB - only breakfast; HB - half board; FB - full board; AI - all inclusive). We strongly recommend that you check with the sales manager what exactly is included in the nutrition formula you have chosen - the nuances in this case can be very significant. In particular, this applies to the all-inclusive formula or intermediate variants of the type FB + or HB +.

18 - type of room (standard, family, etc.). I would like to emphasize that each hotel has its own types of rooms, and their names, rather than technical parameters, are indicated in the voucher. Quite often, when booking, the RUN OF THE HOUSE (ROH) system is used, according to which all types of rooms of this hotel are sold at the same price, and upon check-in, their distribution is at the discretion of the administration. In this case, a corresponding note is made in the voucher.

19 - category of accommodation facilities in accordance with the hotel price list (main building, bungalow, sea view, etc.). Such a scale does not exist in all hotels, however, if it is present in the option you have chosen, check with the sales manager how exactly this category differs.

20 - the number of nights at the hotel.

In addition to the required columns, in most cases also are filled out:

8, 9, 11, 12, 13 - information on air travel with dates, flight numbers and departure times;
  21 - the presence of transfers (as a rule, indicated by + or -);
22 - the availability of medical insurance (usually indicated by + or -);

23, 24, 25 - information about the payment of the tour indicating its total cost; the amount paid by the tourist to the division of the company that issued the voucher, and the balance that the tourist must pay;

26 - reserve field;
  27 - the coordinates of the company authorized to control the organization of this tour.

If you find any errors or typos in your voucher when receiving exit documents, contact your sales manager immediately - it is much easier to fix them on the spot than to spend your precious nerves on such issues during your vacation.
