What is a travel voucher and what does it look like?

Tourist voucher - a document establishing the right of a tourist to the services included in the tour, and confirming the fact of their transfer. On the basis of a tourist voucher, settlements between the tour operator or travel agent sending the tourist and the reception tour operator or persons who provide specific services are settled. The voucher is an official document that the sending company issues to individual tourists or the group leader as confirmation of their right to receive the services listed in it from the receiving company. Travel voucher is made in duplicate. One copy is transferred to the legal entity or individual who has ordered travel services, the other remains with the subject of tourism. The subject of tourism activities has the right to make a tourist voucher in triplicate in the case of the provision of tourism services in the field of international tourism.

Subjects of tourist activity are obliged to issue certified copies of the tourist voucher and its annexes at the request of third parties, in whose favor a contract for the provision of tourist services has been concluded.

In the case of the provision of services for the organization of outbound tourism, the subjects of tourism activities during the implementation of the tour are required to issue a tourist voucher and its annexes for each tourist individually.

Moreover, in the event that third parties are members of the family of the person who ordered the tourist services, it is allowed to issue one tourist voucher and its annexes for all participants of the tour.

When providing services for the organization of inbound and domestic tourism to legal entities and individuals ordering tourism services in favor of third parties for purposes not related to entrepreneurial activity, a tourist voucher is issued in a single copy indicating the number of third parties to whom tourism services will be provided under the contract of tourist services.

In this case, if the consumer properties of tourism services are different, the entire range of specific tourist services provided to each tourist is indicated in the tourist voucher.

A tourist voucher consists of the actual tourist services agreement, containing the essential terms of the tourism services agreement, the following mandatory details: series and numbers of the tourist voucher; date and place of conclusion of the tourist agreement, as well as three annexes to it. Applications for a tourist voucher are an integral part of it.

Appendix 1 - tour program. In accordance with subparagraph 1.1. clause 1 of the contract for the provision of travel services, the contractor undertakes to provide tourism services in accordance with the tour program on the instructions of the customer. The tour program is drawn up in any form and should contain the following information:

The route of the tour, the date and time of the beginning and end of the tour;

The procedure for meeting and seeing off, accompanying a tourist;

Characteristics of the vehicles transporting the tourist, the dates of connecting (combining) flights, other mandatory information provided for by legislation on transport activities;

Characteristics of tourist accommodation facilities, including their location, classification according to the legislation of the country (place) of temporary residence, rules of temporary residence, as well as other mandatory information established by the legislation of the country (place) of temporary residence;

The procedure for providing tourist meals during the implementation of the tour;

The list and characteristics of other tourism services provided.

If necessary, by mutual agreement of the contractor and the customer, other information may be included in the tour program.

If the customer is also provided with consulting and information services related to the organization of the trip, these services are indicated in the tour program.

Appendix 2 - information about third parties who are provided with travel services. Information about the persons to whom the tourist services are provided should contain information about them in the amount necessary for the tourist services provider to provide tourist services. That is, the need to fill in certain columns of Appendix 2 to the tourist voucher is determined by the contractor based on the amount of information necessary for him to provide these services. Appendix 2 to the tourist voucher contains information about the persons to whom the tourist services are provided under the tourist services agreement. In the event that the tourist services under the tourist agreement are provided only to the individual who is their customer, Appendix 2 to the tourist voucher is not executed.

Appendix 3 - supplementary agreement to a tourist voucher. Agreements of the parties on other conditions not provided for by the tourist voucher, as well as amendments and (or) additions to the contract for the provision of tourist services are made out by concluding an additional agreement.

Travel voucher and its annexes are made in duplicate. One copy is handed over to the customer of tourism services (participant of tourism activity), the other remains with the provider of tourism services (tourist entity). At the request of third parties in whose favor the contract for the provision of tourist services has been concluded, the contractor is required to issue certified copies of the tourist voucher. In addition, an agreement on the provision of travel services with a customer (participant in travel activities) - a non-resident of the Republic of Belarus may be concluded by post, telegraph, teletype, electronic or other communication, which allows to establish reliably that the document comes from a party under a travel services agreement.

In this case, the contractor is required to attach to the tourist voucher a document confirming the conclusion of the contract for the provision of tourism services, that is, facsimile, electronic, etc. copies of the tourist voucher and its annexes.

If the customer (participant in tourism activities) orders travel services in favor of third parties, the travel voucher and its annexes are issued in one copy indicating the number of third parties to whom travel services are provided under the travel services agreement. If the consumer properties of tourism services are different, the entire range of tourism services provided to each tourist is indicated in the tourist voucher.

Each copy of the tourist voucher and its annexes are sealed with the signatures of the contractor (subject of tourism activity) and the customer (participant of tourism activity) and an imprint of the seal, if any. The text of the tourist voucher and its annexes is compiled in Russian, and at the request of the customer in English. If, when filling out the application for a tourist voucher, the text goes beyond the scope of their front side of the form, it is allowed to continue filling it on the reverse side.

At the same time, on the back of the application form for a tourist voucher, the signatures of the executor (subject of tourism activity) and the customer (participant of tourism activity) and a seal imprint, if any, are affixed. To fill out a tourist voucher in English and Russian using personal computers, strict reporting forms are used with the series and number of the tourist voucher indicated on them. All other details are printed using a computer, provided that they are strictly consistent with the details of the tourist voucher forms intended for manual filling.

The implementation of the tour to the subject of tourism is carried out on the basis of a commission agreement or other agreements not prohibited by law, and the implementation of the tour to a participant in tourism is carried out on the basis of a contract for the provision of tourism services.
