New rules for transporting baggage on airplanes. New rules and regulations for carrying baggage and hand luggage on an airplane. Procedure for applying baggage tariffs

At the end of last year, President Putin signed a law amending “ General rules air transport passengers, baggage, cargo and requirements for servicing passengers, shippers, consignees.” In accordance with this legislative act, Russian air carriers have introduced uniform rules for the carriage of baggage on an airplane, with the only exception - a subsidiary of Aeroflot. Rules for the carriage of baggage and hand luggage on an airplane in 2018: studying the changes made to the law.

Airplane baggage rules in 2018

In accordance with the law adopted in November, new baggage allowances allow one bag or suitcase weighing up to 30 kg. Less is possible, but more is not possible. Each passenger must check in individual luggage.

The permissible weight of things will depend on your ticket category: economy, business or 1st class. The higher the class, the more There will be possibilities in terms of luggage volume.

For a child under 2 years of age, it is possible to check in separate luggage. The weight of the bag should be no more than 10 kg.

There is no generally accepted global standard for all air carriers. It is necessary to take into account the rules of the state where you are going. For example, when flying to Dubai, objects, as well as literary publications of a religious orientation other than Islam, are prohibited for transportation. It is also worth taking into account the restrictions of each carrier separately.

Excess baggage

Excess baggage is that which weighs more than what is allowed in the category of your ticket.

For example, if you bought an economy class ticket, then you can carry luggage weighing up to 23 kg. If you exceed the permissible weight of your luggage, you will be required to pay extra, however, a number of airlines allow minor excess weight without additional payment.

If you immediately know that your baggage will be excess, then check with the carrier how much you will have to pay extra.

Baggage over 30 kg – heavy luggage

According to the new rules for carrying baggage on an airplane, weight over 30 kg is equated to the heavyweight category. Before that Weight Limit was up to 32 kg.

For such cargo you will need to pay extra for each extra kilogram. There are no uniform tariffs; each individual carrier determines the cost of additional payment independently.

In addition to excess weight, the following items may also exceed dimensions in the sum of 3 dimensions:

· alpine skiing, other large sports equipment;

· musical instruments – guitar, double bass, etc.;

· household appliances – refrigerator.

To transport such goods, it is necessary to agree in advance with the carrier. Before your flight, contact customer support. Please arrive at the airport early on the day of departure as special cargo may require more time to be checked in.

A number of airlines allow you to carry ski equipment in winter or diving boards in summer at no extra charge.

The carrier has every right to refuse to transport you oversized cargo if the cargo compartments are small or there is little space left.

Baggage free ticket

Some carriers offer baggage-free travel. In accordance with it, passengers can only fly with hand luggage. Such a service has its pros and cons. The advantage is the low price of the flight. The downside is that tickets are non-refundable.

Consolidated baggage

For couples, colleagues and friends, there is a luggage consolidation service. In this case, you have the opportunity to put all your items in 1 suitcase, and it will be counted as 1 piece of luggage.

The weight requirements are the same - no more than 30 kg. It is prohibited to combine luggage if it exceeds the weight limit.

Fragile luggage

When carrying glassware, electronics and decor on board, many passengers worry about the safety of their belongings, since suitcases are often handled carelessly at airports, thrown into a common pile.

In such situations, you have the option of checking your luggage as “fragile”. Why do you need to provide information at the registration of things, and then your suitcase will not be sent along the common belt - it will be taken to the luggage compartment.

Checking fragile luggage does not ensure the safety of your items.

It is recommended to take fragile items that meet the parameters of hand luggage with you into the cabin. The only condition is that things should not contain liquid. Jars of jams and pickles will need to be discarded and placed in the luggage compartment.

Carry-on luggage: 2018 standards

What weight of luggage is allowed by airlines? Changes to the air travel law that came into effect in November 2017 limit the minimum weight of hand luggage. Before this, it was allowed to carry at least 10 kg free of charge for non-refundable/refundable tickets, now - from 5 kg.

Most airlines allowed you to carry a suitcase weighing 10 kg on the plane. For transportation to luggage compartment had to be paid separately.

The new law stipulates that the carrier must take on board from 5 kg, but there is the possibility of increasing the weight. For example, companies such as S7, UTair and Aeroflot said that they intend to leave 10 kg as the norm.

The following rules are currently in effect on the Aeroflot website:

For hand luggage, there are restrictions on parameters - height up to 55 cm, width up to 40 cm, thickness up to 20 cm. In accordance with the new rules of Aeroflot from February 2018, there will be restrictive frames before the boarding gate, which make it possible for checking whether the baggage meets the requirements.

In addition, certain changes have been made to the list of free items for carrying on board in addition to hand luggage.

What items are allowed to be taken into the cabin without being checked in as hand luggage?

According to the old rules, it was possible to take the following things into the salon for free without weighing, tagging or registration:

· costume;

· laptop;

· video camera;

· camera;

· mobile phone;

· baby food for the duration of the flight in an unlimited flight;

· baby carrier (folding cradle/folding stroller);

· books, magazines, newspapers;

· outerwear;

· women's handbag;

· briefcase;

· folder with papers/documents;

· cane;

· crutches;

· bouquet of flowers.

Now the umbrella, laptop and telephone have been excluded from here. The Ministry of Transport explained these changes as an opportunity to place these items in a bag.

In addition, a backpack has been added to the list of items allowed for free transportation. Pobeda Airlines confirmed that they will allow backpacks to be carried if their size fits into the company’s current standards.

For Pobeda, the restrictions on hand luggage are as follows: 36x30x27, and the minimum ticket price starts from 500 rubles.

Items that are allowed in hand luggage and on you

You can optionally keep some items with you or in your carry-on luggage:

· cylinders containing carbon dioxide (used to activate artificial limbs);

· tools for repairing glasses, including a screwdriver less than 50 mm long;

· lighter/safety matches (exclusively with you);

· pacemaker;

· other pharmaceutical devices, including those based on radioactive isotopes, with lithium batteries. Can be kept exclusively with you;

· robot toy;

· razors, including disposable ones;

eyelash curler;

· nitroglycerin tablets/spray for treatment;

· oxygen cylinders for medical purposes;

· injection needles for diabetics/special medications.

Actions in case of loss

No one is immune from losing things during a flight. Items disappear when loading/unloading into the luggage compartment, they are randomly sent on the wrong flight.

If things go missing, follow these instructions:

· Make sure you have your luggage receipt on hand;

· Contact the missing items department with the form;

· Complete an application.

Within 3 weeks, the carrier must find the items and return them to you. The parcel is sent to your home free of charge; you are not required to go anywhere or pay anything.

If you return damaged or missing luggage after 3 weeks, you can contact the carrier for compensation.

If the carrier refuses to compensate for the damage caused, then you have the right to demand a reasoned written refusal and go to court with it.

The Montreal Convention enshrines an international agreement that provides the maximum possible compensation for the loss of a bag - 1131 SDR (artificial reserve and payment instrument issued by the International Monetary Fund). This is equivalent to approximately $1500.

In fact, the final amount of compensation will depend on the specific company. Foreign carriers compensate on average $20/kg. The largest foreign companies can pay a large amount in accordance with their internal rules. Russian carriers pay approximately $600.

If you have lost your luggage in international flight, then you must apply for a search no later than a week after the date of receipt of the items.

On domestic flights, you can file a claim within 6 months from the date of loss.

To receive regular compensation, a description of the lost luggage is required. If you have receipts for lost items, you can attach them to your application. In this case, you will be able to claim full or partial compensation for damage.

When traveling by plane, passengers take their luggage and carry-on luggage with them. The plane has long been the fastest way to travel between cities and countries. On November 5, 2017, new rules and regulations for the carriage of baggage and hand luggage on an airplane came into force. There are general rules for transporting things, but some airlines make their own additions to them. I would recommend familiarizing yourself with them before purchasing air tickets.

While I was preparing this article, the Ministry of Transport published the Order “On Amendments to the Federal Aviation Rules “General Rules for the Air Transportation of Passengers, Baggage, Cargo and Requirements for Services for Passengers, Shippers, and Consignees.” So I tried to collect the most up-to-date information about new rules for the carriage of baggage and hand luggage.

General rules regulate the amount of luggage and its weight. From them you can also find out what is allowed and what is prohibited to take on board the plane. It is necessary to distinguish between such concepts as luggage and hand luggage.

Baggage refers to the items you check into the cargo area of the aircraft. This could be a suitcase, bag, backpack, etc.

Carry-on luggage is the items you take inside the plane. During the flight, they are placed on a special shelf above the seats. If things are not bulky and will not interfere with your travel, they can be placed under the seat of the passenger in front.

Checked baggage is registered individually for each passenger. Most often this happens when checking in for a flight. The luggage is placed on a special conveyor belt, which shows its weight on an electronic scale. If there is no overload, the airport employee sticks a special barcode on it, and it is sent through the long, confusing tunnels of the airport straight to your plane. You will be given a baggage check-in ticket. Be careful with him. If your luggage suddenly gets lost, this coupon will be very useful to you.

There are currently three types of tickets:

  1. non-refundable without norm,
  2. non-refundable with baggage allowance
  3. returnable with luggage.

If your ticket includes baggage, the carrier cannot allow it to weigh less than 10 kg.

Most often allowed weight free luggage next:

  • for passengers traveling in economy class - 23 kg. per person
  • For business class passengers, baggage weight should not exceed 32 kg. per person

Most airlines keep the sum of three baggage dimensions to no more than 158 cm.

  • for children under 2 years of age, the free baggage allowance is 10 kg (the sum of three dimensions should not exceed 115 cm)
  • For children from 2 to 12 years old, the baggage allowance is the same as for an adult.

Important! Check the free baggage allowance and its dimensions before purchasing a ticket, as these parameters may differ for different carriers.

When traveling as a couple with one baggage, you are usually allowed to carry 30 kg, and not, as many would like, to combine the baggage allowance for one person. If your ticket includes baggage, then you will not need to pay additional fees when combining it.

Low-cost airlines most often charge an additional fee for luggage. Moreover, when purchasing a baggage ticket in advance, its price is lower than when paying at the airport. The difference can reach 50%. If you want to save money, calculate in advance how many things you will take with you.

If you paid for luggage, but in fact did not use it, then this amount is refundable. For example, you bought two pieces of luggage and used one. The actual difference must be returned. This measure refers to the weight, size and quantity of luggage.

Excess baggage allowance will have to be paid additionally. Each airline has its own tariffs for excess kilograms. It happens that airline representatives turn a blind eye to a slight excess of luggage, but you shouldn’t count on it.

Carry-on baggage rules

According to the new rules for passenger transportation, the carry-on baggage allowance has been determined. It must be at least 5 kilograms. At the same time, the carrier may, at its discretion, increase this minimum rate. For example, to increase the attractiveness of your tickets. Also, the dimensions of hand luggage are left at the discretion of the carrier. I think many have heard about the minimum size of a backpack or handbag allowed in the cabin, measuring 36x30x27 y.

In practice, the following parameters are most often encountered:

  • for economy class passengers – up to 10 kg.
  • for business class passengers – up to 15 kg.

The sum of the three dimensions should be no more than 115 cm.

Hand luggage can be weighed both at check-in and before boarding the plane.

In my experience of flying, I have encountered many times the fact that hand luggage was simply not weighed. It all depends on the stringency of the airlines' requirements.

Additionally, the passenger has the right to take with him into the aircraft cabin

  • outerwear
  • suit in a suitcase
  • bouquet of flowers
  • women's handbag, briefcase, backpack (weight and dimensions set by the air carrier)
  • baby food for the child during the flight
  • chairs, strollers for children, as well as a removable cradle from the stroller (the dimensions of which are established by the carrier)
  • medicinal and dietary preparations
  • crutches, canes, walkers, rollators, folding wheelchairs used by a passenger and having dimensions that allow them to be safely placed in the aircraft cabin on a shelf above the passenger seat or under the seat in front of the passenger seat;
  • goods purchased in Duty free, packed in a sealed plastic bag (weight and dimensions are established by the carrier)

These items will not be weighed or labeled.

According to the new rules, a laptop, mobile phone and umbrella were excluded from free items for transportation in excess of hand luggage. But they can be put, for example, in a briefcase or backpack, which are allowed for free transportation.

What not to take on a plane

You can put almost anything in airplane luggage, with the exception of things that can cause harm to the airliner and passengers:

  1. highly flammable substances and liquids: gunpowder, firecrackers, sparklers, acentone, gasoline, etc.
  2. weapons: firearms and bladed weapons (checkers, swords, swords, etc.). Transportation is possible only with special documentation.
  3. gases, including lighters, aerosols
  4. poisons, poisons, radioactive substances

Of course, many of the things listed are unlikely to be taken on vacation by ordinary people. Flight safety comes first, so you need to be careful when packing your luggage. In addition to completely prohibited items for transportation, many countries impose restrictions on the import/export of certain products. For example, alcohol and cigarettes. If you are going to take something out of the country, read the established rules.

You need to approach the arrangement of hand luggage more carefully. There are significantly more restrictions on transportation here. Agree, when you check in your luggage and the time comes to check your hand luggage, it will not be very pleasant to part with your favorite cream or shampoo. I once found myself in such a situation in Barcelona when the passenger screening staff wanted to throw away only the face lotion, foundation and several other packages of cosmetics that I had recently purchased. And all because I didn’t pay attention to the transportation of liquids on the plane. I was just starting to travel back then and didn’t know that creamy foods were also considered liquids.

Cannot be placed in hand luggage

  • manicure sets
  • corkscrews
  • blades, razors
  • alcohol
  • liquids with a volume above 100 ml.
  • alcohol

The exception is products purchased in Duty free stores: drinks, perfumes, cosmetics. While waiting for a flight, some passengers make significant purchases, so they board with huge packages.

Frequently asked questions

  1. Will you have to pay money for a suitcase on any flight?

No. This depends on the type of ticket you purchased. Amendments to the law allow airlines to sell baggage-free non-refundable tickets. At the same time, you will retain the right to carry-on baggage weighing 5 kg.

2. How do I know if my ticket includes baggage?

Before purchasing air tickets, you can find out whether baggage is included and to what extent. Now this information is easy to find on airline websites and ticket aggregator websites. If you have already purchased a ticket, this rule is stated in it.

3. How much will I have to pay extra for a suitcase?

This measure is left at the discretion of the carrier. Each airline sets its own prices. At Pobeda prices start from 500 rubles. for 10 kg.

4. What size can hand luggage be?

The weight of hand luggage is fixed by law (it is 5 kg), but the size of hand luggage can be set by carriers at their discretion. Before purchasing air tickets, check this information on the company’s official website.

5. What should I do if my luggage exceeds the paid limit?

It is better, of course, not to allow this to happen. You will have to pay extra for excess airline rates, and they are usually higher when paying at the airport.

How to avoid overpaying for luggage

And finally, I’ll tell you a few life hacks on how not to overpay for luggage, which will allow you to save money.

  1. Take only the essentials with you.
  2. Before purchasing tickets, check the airline's website for free baggage allowance.
  3. Try to weigh your luggage at home so that if it is overloaded, you can lay out some of your items.
  4. If you suddenly find yourself overweight at the airport, try to put some of your things on yourself, and put some in your pockets and hand luggage. The items you are wearing are not carry-on luggage.
  5. Remember that some things can be bought along the way. For example, shampoos and shower gels.

If you have any questions about the new rules for carrying baggage and hand luggage on an airplane, ask them in the comments.

They regulate the number of bags and their total weight, and also relate to items permitted or prohibited for transportation in the aircraft cabin.

Today, almost all airlines have increased the weight of the bag that can be taken into the passenger compartment to 10 kilograms, although this figure is not specified in the rules.

If previously security checkers turned a blind eye to the number of bags and packages, then in 2016, only 1 bag is allowed on the plane.

This does not apply to a handbag or a small men's briefcase for documents.

The restrictions also affected. The acceptable standard is 55 x 20 x 40 cm.

But usually companies regulate the total length of the sides and limit them only by it - a maximum of 115 cm.

This is due to the fact that the bag may have non-standard sizes.

In this case, for example, an oversized large musical instrument can easily be transported in an airplane cabin. But in this case, the rules dictate the need to purchase a separate seat (passenger) for it.

The luggage may include animals- in a special container, but only small ones.

Items considered add-ons:

  • laptop;
  • mobile, photo and video equipment;
  • musical instruments;
  • clothes in a suitcase;
  • baby food;
  • auxiliary aids necessary for people with disabilities;
  • press - magazines or newspapers;
  • chairs, strollers for children under 2 years of age, as well as a removable cradle from a stroller, if they do not fit into the permitted dimensions;
  • jewelry;
  • everything purchased in stores Duty Free, including alcohol, are allowed to be carried on board in a transparent sealed bag.

not weighed or tagged.

Items prohibited or restricted for transportation in the aircraft cabin

In addition to them, the following are prohibited::

  • any objects with which an attack can be carried out, in particular piercing and cutting objects;
  • sports equipment (baseball bat);
  • weapons, including toy weapons;
  • hand tools;
  • medicines;
  • liquids (water no more than 100 ml);
  • aerosols.

Features of transporting liquids

If parents are flying with a small child, they are allowed to bring more than 100 ml of water on board.

In addition to water, liquids, in accordance with the requirements, include all cosmetics and perfumes (lotions, perfumes, shampoos, sprays, etc.). As well as soups, drinks, yoghurts, jams, syrups and homemade canned food.

If you do not want to check them in as luggage, which would be much easier, they must be packed in a transparent bag. Generally their volume should be no more than 1 liter.

Medicines

As for medicines, the rules in this case are as follows: restrictions apply mainly to liquid drugs.

To avoid any problems during inspection, It's better to have a doctor's certificate, where he indicates the disease that the passenger suffers from, as well as the medicine and schedule for taking it.

This, for example, should be done by people with insulin-dependent diabetes mellitus, who must take regular injections.

Children's carry-on luggage

Usually Children under 2 years old without a separate seat are also entitled to baggage, but less weight.

One of the parents can take the stroller only instead of the baggage allotted to him.

But provided that when folded it will not interfere with other passengers.

Carry-on baggage - airline rules

It’s better to know exactly what a given air carrier requires than to hastily get rid of some things or pay for the excess.

In addition, there are items that we will allow through pre-flight inspection, but they will be prohibited for import into the country where you are flying. To know this for sure, you need to read customs regulations countries of entry.

Aeroflot

Ural Airlines

Free transportation of 1 piece of luggage weighing up to 10 kilograms is allowed, regardless of class.

Animals transported in the aircraft cabin must be kept in a special container or cage measuring 45x35x25; their weight must not exceed 8 kilograms.

Low-cost airlines and charters

Low-cost airlines are more strict about carrying bags in the cabin. They will require you to pack all your belongings (including what the rules allow as extras) in one bag.

Luggage weight restrictions must be checked with the air carrier.

Russian low-cost airline Pobeda allows free transportation of 1 piece of luggage up to 10 kg and measuring 158 cm in three dimensions.

However, the option does not apply to children under 2 years of age. Additionally, it is allowed to take everything that is stipulated by the general rules.

Charter flights also set their own rules transportation of bags in the cabin (in Russia and abroad), which may differ from the general rules.

The rules for such flights should be clarified with the tour operator who uses the services of the charter company.

To avoid any incidents during pre-flight inspection, the bag you plan to take with you into the cabin can be weighed and measured using special devices at the airport. In this case, it will be possible to redistribute things in advance.

  • Backpack/handbag/men's briefcase with items included. However, please note that the weight of the backpack should not exceed 5 kg, the dimensions of the sum of three dimensions should not exceed 80 cm.

Transporting devices with lithium and lithium-ion batteries

Lithium batteries are used in phones, laptops, e-cigarettes and other electrical devices. DO YOU KNOW THEY ARE DANGEROUS? If the lithium battery is damaged or short circuited, a fire may start.

Do not place lithium batteries in checked baggage. Lithium and lithium ion batteries must be carried in carry-on baggage only.

During flight, batteries in devices such as laptops, cameras, movie cameras, mobile phones, etc. must be placed in the "Off" mode. Measures should also be taken to ensure that such devices, when placed in checked baggage, do not have batteries that spontaneously activate.

Vehicles powered by lithium or lithium ion batteries are classified as "dangerous goods" and require special attention and requirements for transport by air.

Samples of personal vehicles using lithium and lithium-ion batteries

Recently, small-sized personal vehicles such as hoverboards, mini-Segways, airwheels, electric unicycles (solowheel), varieties of scooters (balance wheel), etc. have become increasingly popular. Transportation of the specified personal vehicles powered by lithium or lithium ion batteries is allowed on BELAVIA flights in checked baggage or in hand luggage only by prior agreement with the airline and subject to strict compliance with the following conditions :

  • The passenger must have a passport of the electric mobile device or its technical description;
  • the battery driving the electric mobility device must be factory-produced with a capacity of no more than 160 W/h;
  • the body of the electric mobile device without battery must be placed in a protective case and checked in for carriage as checked baggage;
  • the total number of batteries carried by one passenger in hand luggage should not exceed 2 (two).

Belavia Airlines reserves the right, in case of violation of these requirements, to refuse transportation or remove from transportation an already accepted small-sized personal vehicle and in this case does not bear responsibility for its safety.

Transportation of vehicles used for medical reasons or in connection with a disability (wheelchairs and other types of personal vehicles for persons with limited mobility) on the airline's aircraft is carried out only in luggage compartments .

Samples different types wheelchairs

  • Manual wheelchairs
  • Electric wheelchairs
  • Sports wheelchairs

Transportation of all types of personal vehicles used for medical reasons or due to disability is subject to the following conditions:

  • it is necessary to first agree with the airline on the terms of such transportation and prepare the vehicle in accordance with the instructions of the carrier;
  • If such personal mobility device is powered by one (1) lithium or lithium-ion battery, then the battery power on such device must not exceed 300 Wh;
  • if the device contains 2 batteries, then the power of each of them should not exceed 160 Wh;
  • Additionally, it is allowed to transport 2 spare batteries with a power of no more than 160 Wh or one spare battery with a power of up to 300 Wh. Spare batteries are only allowed in hand luggage;
  • the battery must be completely disconnected from the electrical device;
  • the disconnected battery must be completely discharged, placed in a plastic bag and placed in hand luggage for transportation in the passenger cabin of the aircraft;
  • If the battery cannot be disconnected from the vehicle, it should be placed in the “Off” mode and the terminals should be wrapped with insulating tape.

REMEMBER! NO BATTERY CAN BE ACCEPTED FOR TRANSPORTATION IF IT DOES NOT HAVE A MANUFACTURER'S MARKING ON IT!

All spare battery terminals must be short-circuit protected. To do this, the batteries must be in the original factory packaging or their terminals are wrapped with insulating tape or each battery is placed in a separate plastic bag.

The carriage of lithium batteries on an aircraft depends on the configuration of the lithium battery or its watt-hour rating (for rechargeables) or lithium content (for non-rechargeables).

Use the following table to determine if your battery can be accepted for transport:

Power in Wh or Li contentCarriage in hand luggageCarriage in checked baggageAirline permission required

To convert amp hours to watt hours, multiply the amp hours by the voltage.

Types of lithium batteries

Small lithium batteries and batteries, which include batteries for mobile phones, watches, MP3 players and most original laptop batteries. The maximum power of such batteries is 100 watt-hours.

Medium lithium batteries and batteries, which include larger batteries and batteries. For example, extended life batteries for laptops, as well as batteries used for professional audio and video equipment. Such lithium batteries have a capacity of 100 to 160 watt-hours.

Large lithium batteries and cells are primarily batteries that are used in industry. The large rechargeable battery has a capacity of over 160 watt-hours. Large batteries can be found in electric and hybrid vehicles, as well as in mobility aids and scooters.

Note: Other available battery types, such as Ni-Cad and alkaline, may be carried in both checked and carry-on baggage, provided they are properly protected from possible short circuits.
